NATO moves North

NATO has officially established Forward Land Forces Finland. It is the ninth such Allied presence on the eastern flank and the first in the High North. After Finland and Sweden joined NATO, the northern flank is no longer a margin of the Alliance. It is now one of its key security theatres.

FLF Finland began operations on 6 June 2026. Sweden is the framework nation, with a Swedish battlegroup based in Boden and a Multinational Staff Element in Rovaniemi. This confirms that Finnish-Swedish defence integration is now part of NATO’s deterrence and defence posture, not only a political declaration.

FLF Finland is in the area of responsibility of Joint Force Command Norfolk, one of NATO’s three joint force commands, which is subordinate to SACEUR and Supreme Headquarters Allied Powers Europe. The other NATO Forward Land Forces are in Bulgaria, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and Slovakia.

The size of the force is less important than the political signal. A battalion will not stop a major Russian operation alone, but it makes any crisis on Finnish territory immediately multinational and Allied. That is the logic of Forward Land Forces: deterrence through presence, integration and the certainty that an attack on one Ally involves others from the first day.

Finland has a 1,340-kilometre border with Russia, the longest NATO-Russia land border in Europe. Russia is rebuilding military infrastructure near Finland, while the Arctic and High North are gaining importance because of military activity, critical infrastructure, maritime routes and China’s growing interest in the region. NATO had to respond.

The ambition is to expand FLF Finland to brigade level, and this is now the key issue. Allies must define who provides soldiers, equipment, logistics, air defence, reconnaissance and funding. The creation of FLF Finland is a good step, but credibility will depend on whether NATO gives this structure real weight.
