Beijing bans the sale of drones
The authorities in Beijing have introduced a total ban on the sale of new drones to private individuals. The decision is justified by the need to protect sensitive information and to strengthen security around administrative and military facilities.
This is an unprecedented decision on a global scale. The regulations, which will take effect on May 1, introduce a complete ban on the sale, production, assembly, rental, and import of drones and 17 key components into the city. The new law also requires the registration of all existing devices, with a maximum of three drones allowed to be registered under a single address. The decision was explained by Xiong Junghua, Deputy Head of the Legal Committee of the Beijing Standing Committee of the Municipal People’s Congress: “As the capital, Beijing faces greater challenges in low-altitude security, which makes strengthening the management of unmanned aerial vehicles an urgent necessity.”
Beijing’s airspace will be strictly controlled. Unauthorised flights will result in the confiscation of equipment and fines of up to 5,000 yuan (approximately 730 USD) for individuals and 10,000 yuan for companies. The restriction does not apply to state sectors such as agriculture, education, and emergency services. The Chinese Ministry of Public Security has warned that in the most serious cases, violations of the law may result in imprisonment or even the death penalty.
As noted by the Japanese outlet Nikkei Asia, the strict law stands in stark contrast to China’s heavily promoted vision of widespread drone use in everyday life—for example, for rapid parcel transport and food delivery. Another paradox is also worth noting: Beijing is introducing restrictive legislation in the name of national security, while at the same time criticizing other countries for imposing restrictions on the use of Chinese technologies. Like Beijing, those countries also cite the need to protect their own national security.
