“Russia is already testing NATO”

Russia remains the greatest threat not only to the Baltic states, but to the entire NATO alliance and European security architecture. Latvia clearly understands that the war against Ukraine is only one dimension of a broader Russian strategy aimed at destabilising Europe through hybrid warfare, cyberattacks, sabotage operations and pressure on NATO’s eastern flank. Together with Poland and Lithuania, Riga is steadily increasing defence spending, strengthening military infrastructure and expanding regional cooperation because the Baltic states no longer treat Russian aggression as a hypothetical scenario.

From the Latvian perspective, deterrence today means constant readiness. The Baltic region is becoming one of the key strategic theatres for NATO, particularly in the context of drone warfare, attacks against critical infrastructure and growing military activity near NATO borders. Latvia also sees deeper integration with allies as essential, especially regarding logistics, interoperability and rapid reinforcement capabilities across the eastern flank.
