The US is changing its support model for Kyiv. Hegseth's decision
The Security Assistance Group-Ukraine (SAG-U) and the NATO Security Assistance and Training for Ukraine (NSATU) programme are set to undergo a process of reorganisation. This decision was made by US Secretary of Defence Pete Hegseth.
United States European Command (USEUCOM) is to be responsible for overseeing the reorganisation of SAG-U and NSATU. The aim of this action is to “increase the efficiency and effectiveness” of assistance to Ukraine. Furthermore, it is intended to “transfer leadership of key mission elements to allies”. This, in turn, is expected to facilitate the “release” of the United States from this region.
As we can see, the decision by the American Secretary of War aligns with the policy pursued by the White House since Donald Trump’s return to power. The 45th and 47th President of the United States has clearly restricted Washington’s support for Kyiv since January 2025. Not only did he decide against providing further free military support packages for the Ukrainians, as his predecessor Joe Biden had done, but he also sought to shift the responsibility for Ukraine’s defence onto European countries (which he had every right to do). An exemplification of this latter action was the PURL (Prioritised Ukraine Requirements List) initiative negotiated at the NATO summit in The Hague, which involves enabling Ukraine to use equipment remaining in US Army stocks, but only in situations where the costs of this equipment are covered by the European members of the North Atlantic Alliance.
“Allies have shown they can take the lead in supporting Ukraine’s defence,” said United States Air Force General Alexus G. Grynkewich, Commander of USEUCOM, who reportedly added that SAG-U had been treated as a temporary command since the start of its operations (November 2022).
“Over the past 3.5 years, SAG-U has distributed over $2 billion in security assistance and has collaborated with countless allied and partner nations to organise and increase their security support for Ukraine and to play a leading role in Europe’s conventional defence,” reads the United States European Command website. At the same time, USEUCOM states that the reorganisation should not be viewed as the US withdrawing its support for Ukraine.
