Counter-terrorism beyond borders
Counter-terrorism measures are not limited to national territory. Actions undertaken outside the country are intended to strengthen security capabilities in neighbouring regions and prevent terrorists from entering Europe.
The French Republic carries out many anti-terrorist missions outside the country, mainly in North Africa in cooperation with the G5 Sahel group. Counter-terrorism measures are already being taken outside national territory, as authorities are aware of the threat posed by migrating terrorists.
The objective is to strengthen the security capabilities of countries in the region and prevent terrorists from entering Europe. Military operations are conducted using modern equipment and methods similar to those used in armed conflict.
At the same time, instability in the Sahel is increasing. The region has become one of the main centres of activity for armed groups and jihadist organisations operating in vast and poorly supervised areas. The lack of efficient border control facilitates the movement of terrorists and the transfer of people and weapons.
The most important terrorist structures include organisations linked to Al-Qaeda and the Islamic State, and their activity has expanded to the coastal states of West Africa. The increase in attacks contributes to the escalation of violence and political destabilisation.
Foreign competition for political, economic and military influence weakens state structures and deepens social divisions. These phenomena directly threaten Europe and undermine security not only on the southern flank but also more broadly.
Internal conflicts have forced tens of millions of inhabitants to flee their homes. Violence, political instability and humanitarian crises intensify uncontrolled migration and create long-term security challenges.
The instability of the region threatens international security, particularly in Europe, and requires coordinated international engagement and long-term stabilisation efforts.
