Russia recruits young Europeans for long-term influence

According to the Telex portal, Russian special services are recruiting Hungarian students who are interested in working for state institutions. An example was given of a young student who had applied for such a position. During the security clearance procedure, it emerged that he had concealed the fact that he maintained a close relationship with a Russian diplomat accredited in Budapest. The candidate did not receive the post.

There are suspicions that the Russian diplomat was collaborating with Russian special services. He has not yet been expelled from Hungary. The diplomat supported the student throughout his education and career development and also prepared him to apply for that specific role in the Hungarian institution.

The aforementioned student was a member of a twenty-person Hungarian youth delegation that took part in the World Youth Festival in Sochi, Russia, in March 2024. Telex points out that the event is characterised by an anti-Western message, promoting a multipolar world in which Russia is presented as a just leader. The festival itself is aimed at youth from the Global South, coming from Latin America, Africa, and Asia.

“The festival serves to recruit young people, including prospective politicians, journalists, scientists, entrepreneurs, and community leaders. According to the Russian side’s assessment, these individuals may become decision-makers in their countries in 10-20 years,” the Hungarian media noted. Russian special services operate actively during the event, collecting data on participants as early as the visa application stage. The Russian side takes an interest in the political views and professional goals of potential participants and assesses their susceptibility to influence on-site. Moscow achieves its objective when such a person is recruited and manages to secure a position in a public institution.
