“In particular, we have unfortunately noted attempts to organise the export of grain from the temporarily occupied territory of Crimea, as well as other forms of economic exploitation of the peninsula with the participation of entities from the United States,” reads the President’s statement on Telegram.

The Head of the Foreign Intelligence Service of Ukraine (SZRU) has been instructed to publicise information confirming these reports in a manner that does not jeopardise Ukrainian sources. These reports concern Russian actions aimed at involving international companies to improve the Kremlin’s critical financial situation and assist in circumventing sanctions.

“We also note attempts to attract investment and technology from the democratic world for the needs of Russian oil and gas projects in the Arctic. We know how to counter this,” Zelenskyy added.

In the statement, the Ukrainian President also drew attention to other reports based on intelligence data. According to the reports, Russia is experiencing a decline in the number of active oil wells. One oil company was forced to close approximately 400 wells. Oil refining in Russia has also decreased by at least 10% over several months of the current year. This year’s federal budget is reportedly in a dire state. The budget deficit amounts to “nearly $80 billion already in the fifth month of the year, while a significant portion of Russian regional budgets are on the verge of bankruptcy.”
